将芯片植入大脑以实现人类和计算机之间的信息传输，这是《黑客帝国》等经典科幻电影中的情节，从日前埃隆马斯克的neurallink 发布到最近到清华大学日前发布的天机类脑芯片，人类和电脑的终极结合中向前迈进一步， 人工智能在脑科学中应用也越来越广泛，比如在认知科学，脑机接口等， 深度学习从借鉴人脑视觉皮层得到启发异军突起，将信息科学与现代神经科学真正结合起来，是一个很大的挑战。脑科学可以为机器学习、类脑计算的突破提供借鉴，人工智能可以辅助研究人员解析复杂的脑神经信号、脑神经图谱实验数据，构建和模拟大脑模型系统。神经科学和类脑智能学科融为一体，人类社会有望进入强人工智能时代。当然，围绕神经科学和人工智能特别是强人工智能，还有许多科学理论和社会与伦理方面的问题。
中国留德学者计算机学会(GCI)拟于2019年11月30至12月1日在德国汉堡举办2019年“Brain-inspired Artificial Intelligence” 人工智能和神经科学为主题的交流年会，以“促进中德科技创新”为宗旨，深入探讨人工智能和交叉学科在各领域的应用潜能和发展趋势。特此邀请留德校友，行业专家学者，邀请在德国政府管理机构、大学、科研机构和企业人士进行计算机以及其交叉应用学科的专题讨论。会议组委会热诚也邀请广大留德专家学者、学生、企业界人士及各界朋友踊跃投稿积极报名参加。

报告
报告主题包括但不限于脑科学，人工智能，机器人技术，物联网，智慧城市等计算机科学领域的最新研究成果和方向，要求主题突出，内容层次分明，数据准确，论述严谨，结论明确。
报告的语言是英语。一般报告的时间为: 第一天大会报告30分钟。第二天学术报告20分钟（一般为15分钟报告，5分钟提问）。报告的投影片需用英文书写。推荐使用微软PowerPoint。会议将提供视频投影仪。

对于报告人的补助*
根据中国留德学者计算机学会相关规定, 本次会议给报告人补助11月30日晚的双人间一个床位、11月30日自助晚餐。单人间差价(44欧)自理。对于没有公车和不能报销路费的报告者补助2等座火车车票或每公里0.20欧元的汽油费，距离400公里以内的补助不能超过70欧，距离400公里以上的补助不能超过100欧。
对于计算机学会会员的补助*
对于计算机学会的正式会员补助11月30日晚的双人间一个床位，早餐费以及会务费。11月30日晚餐费（25欧）、路费和单人间差价(44欧)自理。
*注：各补助不可重复获得。
